Welcome to Office of the Ombudsperson for Children (OFC)

The Office of the Ombudsperson for Children (OFC) is legislatively established as an independent, impartial office responsible to the Council of the District of Columbia. The OFC is tasked with improving outcomes for children involved with, previously involved with or otherwise known to the Child and Family Services Agency (CFSA), by holding agencies accountable for fulfilling their responsibilities under the law.

Filing a Complaint

Child and Family Services Agency (CFSA) constituents may submit a complaint to the Office of the Ombudsperson for Children (OFC). You cannot be penalized by any child and family serving agency for filing a complaint with the OFC. If we cannot investigate your complaint, we may provide you with resources or information that may help you resolve your concern.
